@Meinersbur , @jhuber6 , this PR was created to fix build issues we kept running into whenever someone modifies key module file in flang. I don't know if this is the right approach and whether it meshes with the future planned flang module maintenance modifications. It does seem to fix the issue and the buildbot build times seem to be good.
