[llvm-dev] IMPORTANT: LLVM Bugzilla migration

Let me be more precise: github table markdown extension always
requires a table header (so you cannot drop that "empty line"). In
gitlab this empty header just renders as a wide delimiter. And in
github – as an empty row.
