[PATCH] D59710: [SLP] remove lower limit for forming reduction patterns

Patch updated:
Rebased - no code changes, just some regression test fixups. There's a lot of noise here from a script change - see D68819 <https://reviews.llvm.org/D68819>. I can re-run the script on the test files prior to this patch to remove that if it is too distracting.
