One would sort of expect many contributors to come by way of being
users first - where the announce list might matter to them.

Yeah, I'll admit to a similar experience myself - I would think the
announce list would be where people would start, but my experience
doesn't really bear that out either. (granted I came in looking to
contribute pretty much off the bat, rather than looking to be a user -
maybe it's just that end users don't really follow this release
schedule, they pick it up from their distro, etc)
