In retrospect, my ordering is to promote "getting a newbie involved with
the community". llvm-announce is so low-volume (and non-interactive) that
joining it will not really help a newbie get involved with the community.

TBH, to this day I'm not even subscribed to llvm-announce and didn't even
know it existed for a long time (and looking at the archives it doesn't
seem that I'm missing much).
