Hi, I rebased this PR onto the latest `main` and resolved the release-notes conflict, preserving both the upstream `QualifierOrder` entry and this PR's TableGen bit-range entry. The PR is now conflict-free.

Post-rebase validation:
- `ninja -C build-pr check-clang-format`: 33 passed
- `build-pr/tools/clang/unittests/Format/FormatTests`: 1278 passed
- `git-clang-format` and `git diff --check`: passed
