Subject: [PATCH 1/4] [RISCV] Add partial support for -fzero-call-used-regs

This implements the "-fzero-call-used-regs" option on RISCV for the
"skip" and "*gpr*" arguments. Zeroing floating points and vector
registers will be implemented later.
