Looks like there's `getLangOpts().CXXABI`.  `TargetCXXABI::Microsoft` is the one that doesn't use itanium FWICT (looking at `ASTContext::createCXXABI`)  And `TargetInfo::getCXXABI` (looking at `ASTContext::createMangleContext`).
