Remove the file name `intel-syntax-branch-fail.s`.

I'd remove `TODO-CHECK` in this patch and add ``// CHECK: :[[#@LINE+-1]]:1: error: `OFFSET` operator cannot be used in an unconditional branch`` in D150048.
