We already have the `amdhsa_code_object_version` module flag, which seems like the right source for this. COV applies to the whole module, not each function. This should continue to work with existing COVs and device libraries. For COV-neutral bitcode, the linker wrapper or another post-link pass could read the merged module flag and provide the missing `__oclc_ABI_version` symbol.
