[llvm-foundation] Topics for the LLVM Foundation BoF at the DevMtg?

One thing that pops up from time to time, and I'd love to see the board
discuss at the BoF, is why the board is set up to be self-perpetuating.
I recognize that this is really interesting to a relatively few people
but as I've helped set up other non-profits, this structure is odd.
