[llvm-dev] cross-project-tests doesn't appear to send commit-mail

Ah, hmm... maybe I should subscribe to that & do some aggressive filtering?

I think cross-project-tools is probably sufficiently llvm-ish and
low-traffic that it could probably get lumped into llvm-commits if other
folks are OK with that.
