Does your proposal mean that
`cmake <monorepo-root> -DLLVM_ENABLE_PROJECTS=lld ..` would build lld
only without llvm and be a replacement for what I consider to
be a stand-alone build, which is `cmake <monorepo-root>/lld ...`
