After some investigation, I see that this was unintended fallout from our
triple canonicalization logic changes. The IR you attached has this line:
target triple = "x86_64-pc-win32"
Use a canonical triple instead to get the correct behavior:
target triple = "x86_64-windows-msvc"
I'll fix LLVM so it treats these the same, but in the meantime, you can
change your triple to fix the issue. I filed
https://bugs.llvm.org/show_bug.cgi?id=42491 for it.
