[llvm-dev] [RFC] Increase minimum supported GCC version for building LLVM to 4.8

They're all similar in features support.

The long range of dates is just because they're better at long term support
than we are. :-)

Different distros will have different dot versions, but they are
essentially the same for our purposes (c++ support).
