It might be useful as an experiment.
If it goes well, the rest of LLVM could follow suit. If it does not go 
well, the test suite could be moved back.

Sites like GitHub lower the entry barrier into project contribution.

That would be *my* motives; I don't know the motives of the LLVM team.
