[polly] Bypass some profitabilty check when polly adds vectorize.enable (PR #227535)

I see what you mean here and I agree. But the motivation here is to capture all the vectorization related behavior with one flag so I think we could rename polly-annotate-metadata-vectorize to something like polly-vectorize. I think this clearly conveys the intent. Do you think this is an acceptable solution for this?

Makes sense, I will look into adding more tests corresponding to the skipped checks.
