[polly] Bypass some profitabilty check when polly adds vectorize.enable (PR #227535)

`-polly-annotate-metadata-vectorize` should not mean "detect SCoPs differently". If needed, it should be a different option.

The original motivation of the skipping profitability are regressions tests. This does it form performance and needs justification including regression test for every single skipped check.
