[llvm] [BOLT] Add exact-name function skip options (PR #226731)

The current design (suffixing local symbols) is intentional: BOLT treats aliases of local symbols as distinct binary functions, and `-skip-funcs` matches to binary function names.

Also, regex/no-regex is orthogonal to suffixed/restored name.

We've recently added a `symbols` profile format which matches all aliases of a local symbol by name, let me think how we can get the set complement of passed symbols.
