[llvm] [ORC] Resolve unwind-info alloc-actions via lookupAndApply (PR #223312)

UnwindInfoRegistrationPlugin::Create resolved its register- / deregister-section alloc-actions with EPC.getBootstrapSymbols. For consistency, switch to lookupAndApply/recordAddr on the bootstrap JITDylib instead.
