Thanks for raising a fair concern. The RFC was too narrow in the tools it named, even though my intended WasmBolt scope also included selected LLVM utilities. I have added a [clarification](https://discourse.llvm.org/t/rfc-embeddable-llvm-tool-drivers-for-long-lived-hosts/91754#p-367966-scope-clarification-llvm-utility-drivers-15) to the RFC and will hold off on opening the other utility patches until we agree on the appropriate boundary.
