Subject: [PATCH 1/2] [LV] Relax OutOfLoopUses check in `getMinMaxRecurrence()`

For more context of this patch, please see #182473.
By relaxing, `OutOfLoopUses` check, we can recognize more
case for minmax reduction and thus vectorize.
