This PR is an effort to make package submission as part of release CI so that there is minimal delay in package submissions, less manual churn and the package submission is from an official source. There is work planned on WinGet side as well for "verified developers" where it could be possible in future to prioritize or fast-track official submissions, and the community could benefit from the publish action being here
