Two things:
1. Looks like we don't run buildifier after the LLM fix loop on `*.bzl` files. See https://github.com/llvm/llvm-zorg/issues/795.
2. We should probably run `bant` after the fix loop to see if it removes/adds any dependencies. There were some excess dependencies that ended up in `PluginCPPRuntime`.
