Not a lot of changes land to the StaticAnalyzer components so I don't expect it to trigger too often either.
Personally, even a post-merge test would be better than having nothing, so as a first step I'm open for only running this config on post-commits. However, I believe that since there are not many changes to this part, it should also work for pre-merge - but I'm not the one paying the bills, so there is that.

Currently, partially due to the lack of CI testing, some Z3-dependent parts of the analyzer rot. CI support for testing could be the first step of cleaning that up.
