I still think I'm missing something here. We add exposed provenances to the list, but we shouldn't need the list to form a pointer with an exposed provenance? I thought the list would only be relevant in a case where we do something like `inttoptr` to construct a pointer with nullary provenance and then its provenance ends up being the set of previously exposed provenances.
