You are adding a lot of API surface here, which appears to be copied from ConstantInt, without any consideration of whether it's going to be useful. Like, why would we have an alignment represented as a byte constant?
I think the API here can and should be cut down a lot. Byte constants seem like something that should be fairly rare and doesn't need lots of helper APIs.
