Sorry, but this PR just looks like complete nonsense to me. Merging a block with an unconditional branch terminator that goes to a block with a single predecessor is a trivial optimization that SimplifyCFG already performs, and that does not require any whitelisting of instructions. Notably, all your tests will also pass without your change.
