I’d like to leave it to the maintainer to decide which patch should be the mainline, since from my perspective, whether it’s NCD-based or dedicated-exit-based, we can adjust things later as needed. Based on the current lit test changes, it’s hard to tell which approach brings more improvement. (That said, I’d of course be happy to see #168031 land :])

Although it’s unclear which PR will become the mainline, I’ve still left some review comments pointing out places that exist in #168031 but not in this patch. If this one becomes the mainline and ends up using parts of the implementation from #168031, those pieces can be reused directly and noted as a co-author.
