LOG: [ADT] Add signed and unsigned mulExtended to APInt (#153399)
Adds `mulsExtended` and `muluExtended` methods to `APInt`, as suggested
in #153293.
These are based on the `MULDQ` and `MULUDQ` x86 intrinsics.
