It is for #116964. It makes unit tests depend on `BOLTUtils` instead of `BOLTPasses` (see [example](https://github.com/llvm/llvm-project/pull/116964/files#diff-e0276f2164b8bef4d164b443f5216896f38c8a6a948c4d50e3ea22673107a243R22)). No strong opinion on my end.
