Subject: [PATCH 1/2] [SCEV] Add SCEVs for scopes as users of origin SCEV.

When the original SCEV gets invalidate, any SCEV computed at a different
scope may also become invalid. Add SCEVs created for scopes as users of
the original value to ensure proper invalidation.
