insertelt DestVec, (fneg (extractelt SrcVec, Index)), Index
-> shuffle DestVec, (shuffle (fneg SrcVec), poison, SrcMask), Mask

Original combining left the combine between vectors of different
lengths as a TODO. this commit do that. (see #[baab4aa])
