LOG: [sanitizer] Remove DTLS_on_libc_memalign (#108120)

`DTLS_on_libc_memalign` is called from primary
allocator, so `__sanitizer_get_allocated_begin`
should also be aware of allocation,
and correctly handled by `GetDTLSRange`.
