Small suggestion:
I think CallBase only uses "unsigned" (4 bytes) for "arg_size" instead of size_t (potentially 8 bytes).
Then you can fit the "bool HasDeadOnUnwindAttr" in between Idx and Inits, and make the struct a little smaller.
