The folder structure was not always cared for so needed some maintenance and this is also trying to make future maintenance easier. For instance, Compiler-RT put everything into "Compiler-RT Misc". It should be sufficient if there is a clear improvement. I don't think there is anybody who knows what every single CMake target is for.
