LOG: [AArch64][SME]: Generate streaming-compatible code for ISD::INSERT_VECTOR_ELT.

1- Enable custom lowering INSERT_VECTOR_ELT to generate code compatible
   to streaming mode.
2- Add testing file:
   insert-vector-elt.ll
