[PATCH] D136201: [InstCombine] Handle PHI nodes when eliminating constant memcpy

- When walking over a memtransfer inst in isOnlyCopiedFromConstantMemory(..), check if the destination of the instruction is a PHI node and return false if so.
- Added the @nikic 's test and another loop test
