[PATCH] D137440: [RISCV][llvm-mca] Use LMUL Instruments to provide more accurate reports on RISCV

- drop llvm:: where possible
- iterate over reference instead of copy of IVec
- simplify nullptr check
- add const qualifier
- change public InstrumentRegion and AnalysisRegion classes to struct
