LOG: [DirectX] Fix crash on ShuffleVectorInst in DXILBitcodeWriter

Use onstantDataSequential::getElementType to allow vector type.

Use getShuffleMaskForBitcode to get ShuffleMask.

Use old format for alloca Align.
