LOG: [VP] Legalize the stride operand for EXPERIMENTAL_VP_STRIDED SDNodes
Add promotion and expansion of integer operands for
experimental_vp_strided SelectionDAG nodes; the expansion is actually
just a truncation of the stride operand.
