[PATCH] D108010: [RegAlloc] Remove addAllocPriorityToGlobalRanges hook

It was introduced in D105854 <https://reviews.llvm.org/D105854> and only enabled for PowerPC. Evaluate this as true for all targets. But here it only affects AMDGPU.
