LOG: [AArch64][GlobalISel] Legalize ctpop s128

This is re-landing the same patch again, but without the changes to
LegalizerHelper that regressed the Mips test:

test/CodeGen/Mips/GlobalISel/llvm-ir/ctpop.ll
