Practical and theory have unfortunately never matched - especially with
loop optimizations. There's an unfortunate amount of PM configuration where
the default is not necessarily the default in clang because of various
reasons. I'm happy to chat about some of the how and when to fix it and we
do fix it on occasion (see me fixing similar things last year).
