VPatBinary helps encode LMUL in the instruction name,
but for vrgatherei16 it needs to encode both LMUL & EMUL in the instruction name,
like `PseudoVRGATHEREI16_VV_M1_M1`, and `PseudoVRGATHEREI16_VV_M1_M2`.
