[PATCH] D61446: Generalize the pass registration mechanism used by Polly to any third-party tool

http://lab.llvm.org:8011/builders/aosp-O3-polly-before-vectorizer-unprofitable is currently broken, I think due to this patch.  It looks like polly isn't getting linked into clang by default anymore?
