buildbot failure in LLVM on clang-x64-ninja-win7

Hello Matthias,

Increeasing the timeout doesn't seem a right thing to do here, since
normally this step takes a bit less than 4 minutes. Since the build in
question stalled for more than 20 minutes, something else obviously were
happening there. Intensive swapping, maybe?

Updating the ninja seems a good idea, unless Denis has a special reason to
use that exact version of ninja.
