[PATCH] [DOCS] How to Setup a Windows Builder

Hi Reid,

The goal of the HowTo is a one page list for a general purpose 64 bit 
windows build machine.

Zorg would be able to use a machine like this for building and testing 
in a variety of shells, with a variety of compilers.

A subsection for MinGW, and MSVC/Intel in the existing flow could show 
you what to skip if you want limit the installs.

Would this work for you?
