[PATCH] [DOCS] How to Setup a Windows Builder

Cool!  Thanks for putting this together.  Can you break out a list of
installation requirements for the mingw and MSVC toolchains?  I feel like
you should be able to get by with a smaller set of tools for either of the
two, but I have not yet taken the plunge of setting up more Windows bots
for LLVM.

Also, I wanted to thank Nakamura Takumi for maintaining the Windows bots at
bb.pgr.jp.  They're really helpful.
