[PATCH] ARM: fix VCVT decoding when UNDEF

Hi,

This patch fixes the decoding of VCVT, which reports UNPREDICTABLE
instead of UNDEFINED.
A.8.8.307 VCVT (between floating-point and fixed-point, Advanced SIMD):
if imm6 IN "0xxxxx" then UNDEFINED;
